论《中国共产党政法工作条例》对新时代党的领导理论的制度创新

On the Institutional Innovation of Regulations on the Political and Legal Work on Party Leadership Theory in the New Era

《中国共产党政法工作条例》在党内法规体系中属于党的领导法规性质和范畴。以习近平总书记关于党对政法工作领导的重要论述为指导,运用党的领导法规形式把党对政法工作的领导理论制度化、规范化、程序化,是新时代党的领导理论的发展规律和党的领导法规的鲜明特征。作为新时代党领导政法工作的专门条例,它不仅在中国共产党近百年发展史上开创了先例,而且集中体现了新时代党对政法工作的领导理论的制度创新成果,把党对政法工作的绝对领导理论上升为党的绝对领导制度规范,创立了维护党中央对政法工作的绝对领导制度体系,标志着党对政法工作领导制度体系的形成,强化了党的领导法规制度的执行力。

In the inner-Party laws and regulations system,Regulations on the Political and Legal Work belongs to the category of Party leadership regulations.It’s the development rule of Party leadership theory in the new era as well as the distinctive feature of Party leadership regulations to promote the systematization,standardization and routinization of Party leadership theory about political and legal work in the form of Party leadership regulations,especially under the guidance of General Secretary Xi Jinping’s relevant important discourses.Specially stipulating rules for Party’s political and legal work in the new era,Regulations on the Political and Legal Work not only sets a precedent in the history of the Party,but also shows the institutional innovation of Party leadership theory.It has developed Party leadership theory about political and legal work into Party absolute leadership regulations,and established leadership system of political and legal work,which ensures the absolute leadership of Central Committee of CPC and strengthens the implementation of Party leadership regulations.
