完善和发展中国特色社会主义制度、推进国家治理体系和治理能力现代化对党的领导和执政提出了更高的要求,中央政府及其工作部门党组制度也必须进行相应完善。中央政府中的党组是党设立的领导机构,是党对中央政府实施领导的重要组织形式。在制度变迁中,党组制度受到党、政府和党政关系的三重影响。党执政环境的约束和自主性的发挥是党组起源和延续的关键,政府及其与政党的关系则持续影响着党组制度变迁。有必要尊重并探寻中央政府及其工作部门党组制度变迁逻辑,并据此对制度加以完善。

Developing the system of socialism with Chinese characteristics and promoting the modernization of China’s system and capacity for governance have put forward higher requirements for the Party leadership and governance.The system of leading Party groups of the CPC in central government and its departments must be improved accordingly.The leading Party groups in central government is the link that the Party embeds into the central government through certain organizational forms.In the process of institutional change,the leading Party groups system has been affected by the triple relationship among the Party,the central government and the interaction between the Party and central government.The restraint of the Party’s ruling environment and the exertion of its autonomy are the keys to the origin and continuation of the leading Party groups.The relationship between the Party and central government continuously influences the institutional change of leading Party groups.It is necessary to respect and explore the logic of institutional change of the system of leading Party groups of the CPC in central government and its departments,and to improve the system accordingly.
