摘要
以体系化思维审视党内法规制度体系建设,地方的作用不能忽视。地方党内法规制度建设的理论逻辑在于地方法治之于国家法治的意义,乃至国家治理和政党治理中的权责对等等基本问题;实践逻辑则在于,在坚持依法治国和依规治党有机统一推进党内法规体系建设中,地方既有其丰富的制度实践,也面临诸多挑战。因此要充分重视地方党内法规制度建设,着重研究和抓住地方在党内法规制度建设中的重点问题,从而实现以地方建设助推党内法规制度体系化的最终目的。
From the perspective of entire system,the construction of local inner-Party laws and regulations system can not be ignored.The theoretical logic of the construction of local inner-Party laws and regulations system lies in the basic questions such as the significance of local development for the rule of law in China,and the balance of power and responsibility in the governance of the state and the Party.As to its practical logic,in the course of promoting the combination of law-based governance of the country and rule-based governance over the Party,there are not only sufficient institutional practices but also many challenges in the construction of local inner-Party laws and regulations system.Therefore,we should pay full attention to the construction of local inner-Party laws and regulations system and carefully study the major problems of it,in order to realize the ultimate goal that the local construction contributes to the systematism degree of inner-Party laws and regulations system.
