基于平衡计分卡的一种专业建设质量评价方法

摘要 专业建设评价是教学管理的重要环节。专业建设成果的认定受到人才培养的定位、人才观与价值观的差异等多种因素的影响。专业建设质量是一个受多种因素影响,而难以做出准确评价的教育问题;同时,相对准确的专业建设质量评价,又是迫切需要解决的教学管理问题。借用平衡计分卡原理,可以将专业建设质量的评价指标分为人才培养、教育教学、师资队伍、工学结合四方面。使用状态数据,选用专业建设四类指标,可以对专业建设质量进行分类及综合评价,并提出诊断与改进措施。这种评价方法:(1)可以使用数据库指标进行评价,方便学校自主进行横向及纵向比较,具有评价的独立性、可操作性与低成本性;(2)可以从而弥补传统评价的不足,不仅具有实际意义,而且也是对专业建设质量评价理论的一种探索;(3)可以为教学管理活动提供一个比较客观的依据,使得专业建设活动的绩效管理有了理论与实践基础,有助于推动学校加强专业建设,提高建设绩效。 Major construction evaluation is an important part of teaching management.The recognition of professional construction results is influenced by many factors,such as the orientation of talent training,the difference between talent outlook and value outlook.The quality of professional construction is an educational problem which is affected by many factors and difficult to make accurate evaluation.At the same time,the relatively accurate evaluation of professional construction quality is an urgent need to solve the teaching management problem.By using the principle of Balanced Scorecard,the evaluation indexes of professional construction can be divided into four aspects:the quality of personnel training,teaching,teachers and the combination of work and learning.Using status data,four kinds of indicators are selected to classify and evaluate the quality of professional construction,and diagnosis and improvement measures are put forward.This kind of evaluation method:(1)it is convenient for the school to make horizontal and vertical comparison by using database index,and has the independence,operability and low cost of evaluation;(2)it can make up for the shortcomings of traditional evaluation,which is not only of practical significance,but also an exploration of the theory of professional construction quality evaluation;(3)it can provide a reference for teaching management activities The more objective basis makes the performance management of professional construction activities have a theoretical and practical basis,which is helpful to promote the school to strengthen professional construction and improve construction performance.
