习近平总书记关于网络空间法治重要论述的主要内容包括两个层面,在国内网络空间法治层面,强调综合运用立法、执法和司法加强网络空间治理并推进全民守法,建设网络强国;在国际网络空间法治层面,倡导深化网络空间法治合作,构建公正合理的网络空间国际规则体系,推动构建网络命运共同体。它是马克思主义法治理论中国化的最新成果,总结升华了我国网络空间法治理论成果,借鉴吸收了中华优秀法治文化的精髓,并具有重要的理论价值、实践价值和世界价值。在国内网络空间法治的实现路径上,要严格落实各项法律法规,推动网络空间治理制度化与规范化;加强网络空间的监督管理,依法惩治网络犯罪;注重网络空间法律法规宣传,加大人才队伍和技术支撑。在国际网络空间法治的实现路径上,要重视中国参与全球网络治理理念的宣传,凝聚共识;提升中国在国际网络规则制定中的话语权,彰显大国担当;多措并举推进网络空间协同治理,构建网络空间命运共同体。

The main contents of General Secretary Xi Jinping’s important statement on rule of law in cyberspace includes two aspects.At the level of the rule of law in domestic cyberspace,it emphasizes the comprehensive use of legislation,law enforcement,and judicial methods,and promotes law-abiding by the whole people,construct a network power.At the level of rule of law in international cyberspace,advocates deepening cooperation in the rule of law in cyberspace,enhance China’s right to speak in the formulation of online rules,promote the construction of a community of shared future for cyberspace.It is the latest achievement of the Sinicization of Marxist theory of rule of law,summarized and sublimated China’s cyberspace rule of law theory,borrowed and absorbed the essence of China’s excellent rule of legal culture,and has important theoretical value,practical value and world value.On the path to the realization,it is necessary to improve cyberspace legislation,promote the institutionalization and standardization of cyberspace governance,strengthen the supervision and management of cyberspace,punish cyber-criminals in accordance with laws and regulations,pay attention to the publicity of cyberspace laws and regulations,increase talent team and technical support.On the realization path of the rule of law in international cyberspace,it is necessary to attach importance to China’s participation in the promotion of global cyber governance concepts and propositions,build consensus,enhance China’s right to speak in the formulation of international cyber rules and demonstrate the responsibility of a major power,take multiple measures to promote cyberspace coordination governance and build a community of shared future for cyberspace.
