风险管理视域下的高校基建廉政风险研究

Research on integrity risk in universities infrastructure construction from the perspective of risk management

高校基建领域存在较高的廉政风险,探索相应的风险防控措施具有重要的理论和实际意义。结合风险管理,将高校基建工程划分为6个阶段,排查各阶段关键环节中存在的廉政风险点。运用"行为测量法"对廉政风险发生的可能性、危害性以及风险程度进行评估,明确不同阶段的廉政风险特征。在实践中,要有侧重地对风险程度较高的阶段投入更多的行政资源,科学地设定权力,完善管理制度,加强对权力运行的制约和监督,筑牢防腐拒变的思想防线。

Integrity risk in the field of universities infrastructure happens heavily and frequently.Exploring risk prevention and control measures has important theoretical and practical meanings.Combined with risk management,the university infrastructure project can be divided into six stages,and integrity risk points in the key links of each stage are investigated.The"behavior measurement method"is used to evaluate the possibility,harm and risk degree of integrity risk points,which shows that there are great differences in integrity risk characteristics of different stages.In practice,we should focus on investing more administrative resources in the stage with high risk,set the power scientifically,improve the management system,strengthen the restriction and supervision of power operation,and build a strong ideological line of defensing against corruption and change.
