深度全球化时代,资本与政治再度深度媾和,产生了表现为权力提取保证资本增殖的政治资本主义。虽然政治资本主义依然是在延续的层面来强化资本增殖对政治的依赖性,但是政治资本主义所奉行的“租金的向上再分配”不仅是权力对经济的干预与生产性经济活动的税收,更是政治精英操纵利益设计系统的能力,由此打造了资本在经济增长下降前提下的利益增长的新方式。政治资本主义将权力的控制与征用变换成经济的掠夺和干预,使资本增殖获得了政治资源、政治逻辑和政治效应的加持,形成了“类封建”的寄生经济和“政治精英”的独裁政治。政治权力主动、全面和体系化地介入资本增殖,既是政治资本主义的基本逻辑,更是资本主义逆全球化思潮兴起的政治经济学根源。因此,揭示与批判政治资本主义使政治权力从服从于社会和人民狭隘化成政治精英操纵经济与社会工具的内在逻辑,重建政治的本质与分析能力,是今天面对资本形态变化必须要解决的重要问题。
