摘要
基于研发要素流动的视角,系统阐述了财政科技支出竞争影响区域创新绩效的内在机理,采用2007-2015年中国333个地级行政区域的面板数据,借鉴动态空间面板模型的分析思路,并基于地理邻接、空间距离、行政邻接和经济空间距离四个维度的地方政府竞争关系,实证考察了地方政府财政科技支出竞争对区域创新绩效的影响效应。研究发现,地方政府财政科技支出竞争对区域创新绩效具有显著的促进作用,并呈现出显著的时间特征。研发人员流动能够有效地发挥地方政府财政科技支出的竞争激励效应,从而促进区域创新绩效的提升,但是研发资本流动的影响路径是不显著的。地方政府财政科技支出竞争也是影响区域创新差距及其空间格局演变的重要因素。研究结论对优化地方政府之间的关系、促进创新型国家建设提供启示。
Based on the perspective of R&D factor flow, this study discusses the impact mechanism of fiscal S&T expenditure competition on regional innovation performance, and uses the Dynamic Spatial Panel Model to empirically analyze this effect with four local government competition dimensions including geographical adjacency, spatial distance, administrative adjacency and economic distance. According to the study, the competition of fiscal S&T expenditure among local governments plays a significant role in promoting regional innovation performance, and shows a significant time characteristic during the study period. The impact of mechanism test results show that R&D human flow can exert the positive effect of local government fiscal S&T expenditure competition on regional innovation performance, but the effect of R&D capital flow is not significant. Moreover, the competition of local government fiscal S&T expenditure can significantly widen the innovation gap among regions. The research conclusions can provide inspiration for optimizing the relationship between local governments and promoting the construction of innovative country.
