市场竞争环境与企业数字化转型——来自公平竞争审查制度的证据

Fair Market Competition Environment and Digital Transformation of Enterprises——Evidence from the Fair Competition Review System

面对“不想转、不敢转、不会转”数字化转型困境,打破行政垄断、塑造良好的市场竞争环境是企业预期改善,向“乐于转、敢于转、善于转”转变的关键信心来源。本文结合手动整理的政策文本数据和根据上市公司年报测算的企业数字化转型数据,以公平竞争审查制度的实施构建准自然实验,研究市场竞争环境对于企业数字化转型的影响机制,并初步探讨审查标准、审查主体和审查强度对于企业数字化转型的影响差异。研究发现,公平竞争审查制度是推动企业数字化转型的重要制度保障。机制分析表明,缓解企业融资约束、提升企业经营绩效、减少信息不对称是公平竞争审查制度推动企业数字化转型的重要渠道,且从作用对象来看,高效率企业与民营企业可以从政策落地中获益更多。进一步研究表明,为更好地激发企业数字化转型潜能,应在现有审查标准和审查方式的基础上,积极引入合理性审查和第三方审查,同时适度增加审查强度。本文丰富了公平竞争审查制度政策效应评估的相关研究,同时为打破数字化转型困境和加快企业数字化转型布局提供了市场竞争环境视角的经验证据。

Faced with the dilemma of“not wanting to change,not daring to change,and not being able to change”in digital transformation,breaking administrative monopolies and shaping a good market competition environment are the key sources of confidence for enterprises to improve their expectations and transform towards“being willing to change,daring to change,and good at changing”.This article combines manually organized policy text data and enterprise digital transformation data calculated based on the annual reports of listed companies,constructs a quasi natural experiment with the implementation of fair competition review system,studies the impact mechanism of market competition environment on enterprise digital transformation,and preliminarily explores the differences in the impact of review standards,review subjects,and review intensity on enterprise digital transformation.Research has found that the fair competition review system is an important institutional guarantee for promoting digital transformation of enterprises.Mechanism analysis shows that alleviating financing constraints,improving business performance,and reducing information asymmetry are important channels for the fair competition review system to promote digital transformation of enterprises.From the perspective of the target audience,efficient enterprises and private enterprises can benefit more from policy implementation.Further research indicates that in order to better stimulate the potential of enterprise digital transformation,it is necessary to actively introduce rationality review and third-party review on the basis of existing review standards and review methods,while moderately increasing the intensity of review.This article enriches the relevant research on the evaluation of the policy effects of the fair competition review system,and provides empirical evidence from the perspective of market competition environment to break through the dilemma of digital transformation and accelerate the layout of enterprise digital transformation.
