User Data Collection,Data Usage Behavior and Protection of Personal Information on Digital Platforms

数据是数字经济的核心生产要素。数字平台是数字经济中重要组织形式。为规范数字平台用户数据收集、使用行为,更好地保护个人信息,本文对我国数字平台用户数据收集、使用行为与个人信息保护问题进行了调查,发现了现存的一些较为突出的问题,基于国内外相关立法的比较研究,分析了问题的成因并提出了政策建议。

Data serves as the fundamental production factor in the digital economy,and digital platforms play a crucial role as organizational structures within this economic framework.This paper focuses on examining the collection and usage behavior of user data on digital platforms in China,along with addressing the imperative need to protect personal information.Through this investigation,several prominent issues regarding user data collection,usage behavior,and personal information protection have been identified.By conducting a comparative analysis of relevant domestic legislation,the causes behind these issues have been thoroughly analyzed,and policy suggestions are subsequently proposed.
