中国输配电准许收入规制效果研究

Research on the Effect of Chinese Power Transmission and Distribution Permit Revenue Regulation

本文研究了我国2016年输配电价格规制改革对电网企业绩效的影响,运用2009~2019年国家电网公司所属的24家省级电网公司的面板数据测度了电网企业生产效率。研究发现,相对于改革前的2009~2015年,实施准许收入规制后的2016~2019年:(1)省级电网企业全要素生产率水平有了显著提高;(2)企业技术效率没有明显提高;(3)规制改革对电网企业全要素生产率水平的提升具有区域异质性;(4)在考虑质量因素的情况下,上述结论没有明显变化。最后本文提出了优化输配电成本监审制度、厘清规制机构职能边界等政策建议。

This paper investigates the impact of China's 2016 transmission and distribution price regulation reform on the performance of power grid companies,and measures the productivity of power grid companies using panel data of 24 provincial power grid companies affiliated with the State Grid Corporation from 2009—2019.Empirical results show that when compared to the pre-reform period of 2009—2015,the after-reform period of 2016—2019 has the features:(1)the total factor productivity level of provincial grid companies has significantly improved;(2)the technical efficiency of companies has not significantly improve;(3)there was regional hetero-geneity in the improvement of total factor productivity level of grid companies;and(4)there was no significant change in the above findings when quality factors were considered.Finally,this paper puts forward policy suggestions such as optimizing the transmission and distribution cost supervision system and clarifying the functional boundaries of regulatory agencies.
