集成电路企业全要素生产率增长的地区差异及对数字产品制造业的启示——基于地方扶持政策视角的分析

Regional Gap in TFP Growth of IC Manufacturing Firms and the Implications for the Digital Product Manufacturing Industry——Analysis from the Perspective of Local Industrial Support Policies

摘要 在对企业动态效率测算基础上,依据地方扶持政策差别,采用多种方法对集成电路上市公司TFP增长的地区差异及演化规律进行分析。研究发现:不同地方政策下各地区公司TFP变化及其分解指标存在地区与阶段性差异;TFP增长的动态演变也具有地区异质性,并存在向两极状态变化的俱乐部收敛效应;后期阶段TFP增长的地区间差异对总体基尼系数贡献增大。结果表明,产业扶持地方政策支持力度的地区间差异和阶段性变化能够解释企业全要素生产率增长的地区差异以及TFP增长地区间差距加大的现象。从投资、股权融资等政策方面以及政策实施的倾斜性、针对性、连续性及衔接性角度提出完善集成电路地方扶持政策以及对数字产品制造业具有启示的对策建议。 Using Metafrontier-Malmquist method,IC Listed Companies are evaluated at province level for their TFP growth.Based on the enactment year of the local policies for the IC sector,the average MM productivity indexes of the former and later stage of the entire period are compared.Geni coefficient and Markov chain method are also employed to explore the source of the regional gap and dynamic change respectively.Some findings include:Under different local policies,the MMs and their decomposed components differ both among different provinces and between the two periods;There are also some provincial differences in dynamic characteristics of TFP growth which include that club convergence exists and leapfrog growth is hard to realize.At the later stage,the between-province gap contributes more to the over-all Gini coefficient.Results indicate that the between-province gap is the main source of the differences in the TFP Growth for IC listed companies,which could be explained by the differences in local policies and their change over time.Some proposals have been put forward to improve local policies for the high-tech industry.
