“河长制”治理模式与企业创新发展——来自中国工业企业的经验证据

River Chief System and the Innovative Development of Enterprises——Evidence from Chinese Industrial Enterprises

“河长制”治理模式不仅有助于缓解地区环境压力,也将对企业发展产生显著影响。本文在手工收集、整理各地级市推行“河长制”时间的基础上,结合中国工业企业和专利匹配数据实证检验“河长制”对企业创新活动的影响。研究发现,推行“河长制”有助于企业创新发展。与其他地区和企业相比,“河长制”的创新效应在东部地区、外资和民营企业中更为明显。本文结论不仅为“波特效应”在中国情境下的实现提供经验证据,也可为中国完善环境规制政策体系提供理论参考。

The river chief system will not only alleviate the pressure of regional water environment,but also have a significant impact on the development of firms.Therefore,on the basis of collecting and sorting out the implementation time of river chief system,combined with China's industrial enterprise patent database,this paper empirically tests the impact of river chief system on firm innovation.The results show that the implementation of river chief system will lead to firm innovation effect.Compared with other regions and firms,the innovation effect of river chief system is more obvious in the eastern region,foreign and private firms.Therefore,the conclusion of this paper not only provides empirical evidence for the realization of“Porter effect”in China,but also provides theoretical reference for the Chinese government to improve the environmental regulation policy system.
