自然资源禀赋、环境规制与黄河流域绿色发展

Natural Resource Endowment,Environmental Regulation and Green Development in the Yellow River Basin

本文以2007~2017年黄河流域96个地级市的面板数据为依托,在采用基于方向性距离函数的曼奎斯特—卢恩伯格(Malmquist-Luenberger)指数构建并测度绿色发展效率衡量指标的基础上,构建计量模型来检验自然资源禀赋、环境规制对绿色发展的影响效应。结果表明:(1)自然资源禀赋会抑制黄河流域绿色发展;这种抑制作用在资源型城市比在非资源型城市中发挥得更为明显,且在中下游地区发挥明显,而在上游地区则发挥不明显。(2)环境规制会促进黄河流域绿色发展;这种促进作用在非资源型城市比在资源型城市中发挥得更为明显,在中下游地区比在上游地区发挥得更为明显。(3)环境规制还会正向调节自然资源禀赋对黄河流域绿色发展的抑制效应;这种正向调节作用在非资源型城市比在资源型城市中发挥得更为明显,在上游地区比在中下游地区发挥得更为明显。

Based on the panel data of 96 prefecture-level cities in the Yellow River Basin from 2007 to 2017,this paper constructed and measured the green development efficiency measurement index using Malmquist-Luenberger index based on directional distance function,and constructed an econometric model to test the impact of natural resource endowment and environmental regulation on green development.The results showed that:(1)The endowment of natural resources will inhibit the green development of the Yellow River Basin;This inhibiting effect is more obvious in resource-based cities than in non-resource-based cities,obvious in the middle and lower reaches,but not obvious in the upper reaches.(2)Environmental regulation significantly promotes the green development of the Yellow River Basin;This promotion effect is more obvious in non-resource-based cities than in resource-based cities,and more obvious in the middle and lower reaches than in the upper reaches.(3)Environmental regulation will positively regulate the inhibitory effect of natural resource endowment on the green development of the Yellow River Basin;This positive adjustment effect is more obvious in non-resource-based cities than in resource-based cities,and more obvious in the upper reaches than in the middle and lower reaches.
