当前,全球数字平台反垄断进入强监管时代。鉴于数字平台在国民经济、社会生活中的重要地位,如何促进反垄断法在该领域的正确实施,有效平衡创新、发展、提高国际竞争力和规范之间的关系,实现审慎、包容、智慧监管,成为亟待解决的重要问题,而充分认识数字平台的技术经济特征是破题的关键。基于反垄断经济学的视角,从免费商业模式的实质、网络效应及其作用机制、竞争性垄断市场结构及其形成机理、动态创新性及其市场绩效等方面,深入系统地剖析数字平台的技术经济特征,并在此基础上剖析数字平台反垄断经济分析中可能遇到的困难、挑战和应对策略。以期为完善平台经济治理体系,构筑国家数字经济竞争新优势提供参考。

Currently,antitrust on digital platforms has been strengthened globally.In view of the important position of digital platforms,how to promote the implementation of the antitrust law in this field has become an important issue that needs to be resolved.At the same time,it has to effectively balance the relationship between innovation,development,improvement of international competitiveness,and regulation,and to realize prudent,inclusive and intelligent supervision.A full understanding of the technical and economic characteristics of digital platforms is the key to solving the problem.Based on the perspective of antitrust economics,free business model,network effects,competitive-monopoly market structure,dynamic innovation has been discussed in this paper as the key technical and economic characteristics of digital platforms.The difficulties,challenges and countermeasures that may be encountered in the antitrust economic analysis of digital platforms were also analyzed.It is expected to provide a reference for improving the platform economic governance system and building a new competitive advantage in the national digital economy.
