对口支援政策对推动西部民族地区经济与社会较快发展,实现区域协调发展具有重要作用,其援助效果受到学界广泛关注。另外,企业作为社会经济发展的重要主体,正确评估对口支援政策对受援地企业升级的影响具有重要的理论意义和现实意义。因此,本文以2010年新一轮对口援疆的实施作为对口支援政策这项准自然实验的切入点,利用双重差分方法考察对口支援政策对企业升级的影响及其作用环境和机制。研究发现,对口支援政策改变了以往"输血"式支援,促进了企业的升级;系列稳健性检验后,结果依然成立;异质性分析发现,在国有企业和经济基础较薄弱的地区,对口支援的政策效果更加明显;机制分析发现政策激励下,资金援助、技术援助和人才援助分别通过缓解企业面临的融资约束、提升企业创新能力和提高劳动者的专业技能素质,推动了企业的升级。本文的研究结果有利于正确认识对口支援的政策效果,为对口支援政策的实施和推广提供借鉴。

The counterpart assistance policy plays an important role in promoting the rapid economic and social development of the western ethnic regions and realizing the coordinated development of the region,and its assistance effect has attracted widespread attention from the academic community.In addition,as an important subject of social and economic development,enterprises have important theoretical and practical significance to correctly assess the impact of counterpart support policies on the upgrading of enterprises in aided areas.Therefore,this article takes the implementation of a new round of counterpart assistance to Xinjiang in 2010 as the entry point for this quasi-natural experiment of counterpart assistance policies,and uses the double difference method to examine the impact of counterpart assistance policies on enterprise upgrades and the environment and mechanism of their effects.The study found that the counterpart support policy has changed the previous“blood transfusion”support and promoted the upgrading of enterprises;after a series of robustness tests,the results are still valid;the heterogeneity analysis found that in the state-owned enterprises and regions with weaker economic foundations,counterpart support The effect of the policy is more obvious;mechanism analysis found that under policy incentives,financial assistance,technical assistance and talent assistance have promoted the upgrading of enterprises by alleviating financing constraints faced by enterprises,improving enterprise innovation capabilities and improving the professional skills of workers.The research results of this article are conducive to the correct understanding of the policy effects of counterpart assistance,and provide a reference for the implementation and promotion of counterpart assistance policies.
