行政审批效率对企业创新活动的影响

The Impact of Administrative Examination and Approval Efficiency on Enterprise Innovation Activities

通过简政放权、提升行政审批效率来激发市场活力,是近年来政府行政体制改革的重要方向。本文基于我国民营上市公司的样本数据,考察政府行政审批效率对企业创新活动的影响。研究发现,提高行政审批效率能够显著促进企业的创新活动,行政审批效率提高1个标准差,将促使企业创新产出平均提升5.23%~6.20%;并且平均而言,行政审批效率的提高显著地提升了企业的经营绩效,表现为较高的全要素生产率(TFP)、较高的企业市场价值和较高的资产周转率。本文进一步利用世界银行2005年中国企业调查数据验证了上述研究结果的稳健性,对于促进中国经济增长由外生要素驱动向内生创新驱动转换具有重要而明晰的政策含义。

Stimulating market vitality by streamlining administration and delegating powers and improving the efficiency of administrative examination and approval are the important direction for the reform of the government’s administrative system in recent years.Based on the sample data of private listed companies in our country,this paper investigates the impact of the efficiency of administrative examination and approval on corporate innovation activities.We found that improving the efficiency of administrative examination and approval can significantly promote the innovation activities of enterprises.With one standard deviation increase in the efficiency of administrative examination and approval resulting in a 5.23%~6.20%increase in the innovation output of enterprises.Otherwise,On average,the improvement of the efficiency of administrative examination and approval has significantly improved the performance of the enterprise,specifically,which have lower total factor productivity(TFP),lower market value,and lower asset turnover.The main results are robust to an alternative sample of private firms surveyed by the World Bank in 2005.This research has important and clear policy implications for promoting the transformation of China’s economic growth from exogenous factors to endogenous innovation.
