传统制造业与高新技术产业协同发展效应研究——以天津市为例

Research on the Synergistic Development Effect of Traditional Equipment Manufacturing and High-tech Industry--Take Tianjin as an Example

本文通过对高新科技产业集聚、高新科技产业与传统制造业协同的测度,探究在产业协同发展中,产业集聚对于城市发展、区域发展(包括经济增长和就业)的影响,及其引致的区域空间调整和产业调整,进而为加快产业转型升级和区域协调发展提供新思路。就天津市而言,以往的产业集聚呈现出许多宏观与微观的困难,情况比较复杂,近些年,顶层设计为破解难题注入新的动力。结合这种情况,本文以高新科技产业集聚—与制造业协同发展—空间效应为脉络,对地区内两者协同的形成机理和条件,协同发展对产业结构、经济效率和经济增长的影响因素展开研究。利用层次分析法,对天津市的协同发展情况与河北、辽宁、江苏、广东的协同情况进行对比分析,找出协同关键因素所在。同时,就产业和空间层面上如何解决地区发展的结构性问题、促进地区经济持续发展等展开一系列的理论与实证研究,并提出相应的政策建议。

Through the measurement of high-tech industry agglomeration,high-tech industry and traditional manufacturing synergy,this paper explores the impact of industrial agglomeration on urban development,regional development(including economic growth and employment),and the regional space caused by the coordinated development of industries.Adjustments and industrial adjustments provide new ideas for accelerating industrial transformation and upgrading and regional coordinated development.As far as Tianjin is concerned,the past industrial agglomeration has presented many macro and micro difficulties,and the situation is more complicated.In recent years,the top-level design has injected new impetus into solving the problems.Combining this situation,this article takes the high-tech industry agglomeration-coordinated development with the manufacturing industry-spatial effects as the context,and expands on the formation mechanism and conditions of the synergy between the two in the region,and the influence factors of coordinated development on the industrial structure,economic efficiency and economic growth the study.Use the analytic hierarchy process to compare and analyze the coordinated development situation of Tianjin and Hebei,Liaoning,Jiangsu,and Guangdong,and find out the key factors of synergy.In addition,a series of theoretical and empirical studies on how to solve the structural problems of the development of the region at the industrial and spatial level and promote the sustainable development of the regional economy are carried out,and corresponding policy recommendations are put forward.
