西部民族地区文化产业高质量发展的实证研究

An Empirical Study on the High-quality Development of Cultural Industry in China’s Western Ethnic Areas

文化产业实现高质量发展的关键在于转变发展方式,提升全要素生产率。本文通过Malmquist生产率指数对西部民族地区文化产业全要素生产率变化率进行测度和评价,并将全要素生产率对文化产业产出增长的贡献份额作为衡量文化产业发展方式的评价指标,对西部民族地区文化产业发展方式进行衡量和评价。最后使用系统GMM模型对西部民族地区文化产业全要素生产率增长的影响因素进行实证分析。研究结果表明:(1)技术进步是推动西部民族地区文化产业全要素生产率增长的主要力量,而技术效率对全要素生产率增长的贡献较小。(2)西部民族地区文化产业增长主要依赖劳动、资本等生产要素投入增加来推动,尚未充分依靠技术进步和技术效率提升来驱动文化产业发展。(3)文化市场需求增加、城市化水平提高、人力资本积累有助于西部民族地区文化产业实现高质量发展,分散的文化市场结构则不利于西部民族地区文化产业发展,此外,文化产业集聚和文化产业政策对西部民族地区文化产业发展并未产生显著影响。

The key to the high quality development of cultural industry lies in changing the development mode and improving the total factor productivity.Of western ethnic areas by Malmquist productivity index measure and evaluation on the culture industry total factor productivity rate,and total factor productivity’s contribution to the cultural industry output growth share as a measure of cultural industry development way of evaluation index,the culture of the western national regions industry development measure and evaluation on the way.Finally,the system GMM model is used to make an empirical analysis on the influencing factors of total factor productivity growth of cultural industry in western minority areas.The research results show that:(1)the technological progress is the main force driving the total factor productivity growth of cultural industry in western minority areas,and the technical efficiency contributes less to the total factor productivity growth.(2)the growth of the cultural industry in the western minority areas is mainly driven by the increase in input of labor,capital and other factors of production.(3)cultural market demand increase,urbanization and human capital accumulation is helpful to realize high quality development of cultural industry in west national regions spread the culture of market structure are not favorable to the development of cultural industries in western national areas,in addition,the cultural industry agglomeration and industrial policies for cultural industry development in western national areas did not have a significant impact.The corresponding policy implications are proposed.
