房价“双限”政策效果评价与政策调整 被引量:3

Effect Evaluation and Policy Adjustment of “Double Limit”on Housing Price

摘要 本文研究了地方政府的房地产市场限价、限购政策,评价了其实施效果。发现双限政策在很多城市不能有效抑制房价上涨,反而引起一、二手房价倒挂、开发商捂盘惜售、房地产市场泡沫加剧等诸多问题,并催生出许多灰色行为和乱象。房价过高的主要原因在于地方政府限制土地供给、游资投机炒作、居民投资渠道缺乏、要素向大城市聚集,进而提出了改善土地供应机制、征收地价税、房产税、房屋空置税、将房产增值部分纳入个人所得计税、加强反垄断执法等政策建议。 This paper studies the real estate market price limit policies and purchase limit policies of local governments and evaluates their implementation effects.It is found that the double-limit policy cannot effectively curb the rise of housing prices in many cities but causes social chaos such as the price of second-hand house exceeds that of new house,insufficient supply of developers,intensification of market bubble and some illegal acts.The main reason of high price is that the local government restricts the land supply,which raises the land cost and housing price,hot money speculation,the lack of investment channels for residents,factors to the big city.This paper puts forward some suggestions,such as improving the land supply mechanism,collecting property tax,land value tax,vacancy tax,incorporating property appreciation into personal income tax,and strengthening anti-monopoly law enforcement.
