On December 28, at the 2019 State-owned Enterprise Management Annual Conference, Jin Dongsheng, Deputy Secretary General of the China International Taxation Research Institute of the State Administration of Taxation, stated in a keynote speech that the reform of state-owned capital and stateowned enterprises should scientifically and steadily balance the counter-cyclical adjustment of macroeconomic policies. The government should optimize economic governance through system theory, seek dynamic balance among multiple objectives, and more clearly identify reform methods.
