摘要
科研管理质量提升是我国大学高质量高水平发展的必然抓手,对于提升高校科研发展水平、增强竞争力具有重要意义。该文借助系统管理理论的分析框架,把高校内外作为一个相互联系的动态过程和有机整体,分析高校科研管理系统内组织体制、人力资源、科研资源三个子系统的互动关系及系统内外要素之间的互动。识别和解释高校科研管理要素和管理质量问题,为科研管理质量提升提供新的思路和范本,也可为高校及科研管理部门提供决策支持。
The improvement of scientific research management quality is the inevitable starting point of the high-quality and high-level development of universities.It has great significance to improve the scientific research development level of universities and enhance their competitiveness.With the help of the analytical framework of system theory,this paper takes the universities as an interconnected dynamic process.This paper analyzes the interaction among the three subsystems of organizational system,human resources and scientific research resources in the universities,and the interaction between the internal and external elements of the system.Identify and explain the elements of scientific research management and management quality problems in universities,provide new ideas and models for improving the quality of scientific research management,and also provide decision support for scientific research management departments.
