摘要
在当前激烈的国际竞争形势下,新型研发机构在解决关键核心技术的“卡脖子”问题上尚存在不足之处,需要以产业重大需求为导向,建立有组织研发模式,促进学科交叉产研协同,实现战略性规模化应用技术创新。本文以清华四川能源互联网研究院作为新型研发机构的典型案例,总结了其在组织管理体系、研发计划体系、试验研究平台方面开展的有组织研发实践探索,提出了新型研发机构有组织研发模式的三个主要内容:建立产学研协同管理体系,实施动态化的项目集群管理,建设系统性集成创新研究平台。
Under the current fierce international competition situation,new R&D institutions are still short at solving the problem of strangle key technologies.To meet the major industry demand,new R&D institutions need to establish organized research and development mode(ORD),to promote interdisciplinary collaboration between industry and research,and make scaled breakthroughs in strategic application technology innovation.As a typical new R&D institution,Sichuan Energy Internet Research Institute,Tsinghua University,carried out exploration and practice of organized research and development method among organization and management system,research and development plan,experimental platform.It propose general organized research and development method of new R&D institution,including establishing an industry-university-research collaborative management system,carrying out dynamic management for cluster of projects,and building a systematic integrated innovation research platform.
