全过程人民民主是新时代背景下人民民主的最新形态,深刻阐明了中国式民主的鲜明特色和显著优势。实践证明,党领导下的全过程人民民主是最广泛、最真实、最管用的民主,不断推动着人民当家作主的价值理念贯彻落实到鲜活的政治和社会生活之中。和平解放以来,在党的领导下,历经和平解放、民主改革、社会主义建设、改革开放、治边稳藏新时代几个发展阶段,西藏的社会制度实现了历史性跨越,人民群众充分享有各项民主权利;各层次民主制度有效运作,人民群众的民主权利得以全过程地实现;协商民主在西藏地区呈现出独特的优势,成为凝聚人心的重要渠道;党内民主与人民民主融合生长,实现了社会的和谐稳定;党的领导、人民当家作主和依法治国有机统一,谱写了雪域高原发展进步的新篇章。文章分析了全过程人民民主的显著特征和优势,回顾了全过程人民民主在西藏地区的成功实践,并对进一步发展全过程人民民主提出了见解。

The whole-process of people’s democracy is the latest form of people’s democracy in the new era,which thoroughly expounds the bright characteristic and distinct advantage of Chinese-style democracy.The practice has proven that whole-process of people’s democracy under the leadership of the CPC is a true democracy.The value of the people’s status as masters of the country is constantly being implemented lively in political and social life.Under the leadership of the CPC,through several stages including peaceful liberation,democratic reform,socialist construction,reform and opening up,and the new era,it has brought historic changes to Xizang’s society,and the people have fully enjoyed all democratic rights.The system of democracy has worked effectively at all levels,and the people have realized whole-process of democratic rights.The consultative democracy has shown its unique advantages,becoming an important channel to increase the cohesion.With the integrative development of the democracy within the Party and people’s democracy,it has achieved social harmony and stability.With the organic unification of the Party’s leadership,the people’s status as masters of the country,and law-based governance,it has written a new chapter in the development and progress of the plateau.This article analyses the remarkable features and advantages of the whole-process people’s democracy,and retrospects its successful pratice in Xizang,and also provides some suggestions for further development.
