伦敦智慧城市用户信息安全保障机制及其对我国的启示

The Enlightenment of User Information Security Mechanism of Smart London to China

为缓解大量人口涌入城市居住带来的能源、教育、医疗等方面的压力,许多国家和地区开始围绕"智慧城市"这一概念,在医疗、教育和交通等多领域的网络管理系统互通的尝试,开发让市民生活更便捷的技术应用。在我国智慧城市的建设中,用户信息安全面临巨大的风险,其主要来自于联网智能设备、数据服务与信息基础设施等领域。通过对伦敦智慧城市用户信息安全保障机制的分析,从政府监管、法律法规、行业自律三个方面对我国的用户信息安全保障机制提出建议。在加强政府主导、政府政务改革、完善法律法规、统一行业规定、建立惩罚机制、提高用户安全意识等方面,我国智慧城市用户信息安全保障机制的完善仍需加强。

In order to alleviate the pressure of energy,education,medical treatment and other aspects brought by the influx of a large number of people flooding into the city,many countries and regions have begun to interwork the network management systems in medical,education,transportation and other fields,and develop technology applications that make people’s lives more convenient by centering on the concept of "smart city". In the construction of smart cities in China,user information security is faced with great risks,mainly from the field of networked intelligent equipment,data services and information infrastructure. Drawing on the analysis of the user information security guarantee mechanism of Smart London,this paper puts forward suggestions on the user information security guarantee mechanism of our country from the three aspects of government supervision,laws and regulations,and industry self-discipline. The improvement of user information security mechanism in smart cities in China still has a long way to go in the aspects of strengthening government leadership,reforming government affairs,perfecting laws and regulations,unifying industry regulations,establishing punishment mechanism and improving user safety consciousness.
