重庆高等职业教育国际合作研究——以重庆工贸职业技术学院为例

Research on International Cooperation of Higher Vocational Education in Chongqing--Case Study of Chongqing Industry and Trade Polytechnic

2019年2月,国务院印发的《国家职业教育改革实施方案》(以下简称《职教20条》),其中明确指出,"职业教育是一种教育类型,与普通教育具有同等重要地位",并明确规定了高等职业教育要继续开展对外国际合作。重庆作为中国西部唯一的直辖市,在职业教育的发展过程中,有其自身的定位和特色。1998年,澳大利亚国际开发署在中国进行了项目初步的确认考察,由于重庆的直辖市地位,确定其为项目实施地(包括市级和学校层面),同时也在国家级层面向教育部提供帮助,以调控项目实施和项目成果的评估推广。此后,经过3年多的实地考察和调研,两国政府代表在2002年在北京签署了《中华人民共和国政府和澳大利亚政府关于"中澳(重庆)职业教育与培训项目"谅解备忘录》,项目由此正式启动。重庆的高等职业教育也正式走上了高等职业教育的"国际快车道"。在此背景下,本文以重庆工贸职业技术学院(下简称"工贸学院")为例,探讨《职教20条》颁布后,如何在"一带一路"等相关政策的指引下,进行国际合作交流。

In February 2019,the National Vocational Education Reform Implementation Plan(hereinafter referred to as"Article 20 of Vocational Education")issued by the State Council clearly stated that"vocational education is a type of education and has the same important status as general education."It’s suggested that since the2018 National Education Work Conference,the party and the country attach great importance to the development of vocational education.The"Article 20 of Vocational Education"clearly stipulates that higher vocational education should continue to carry out international cooperation with foreign countries.As the only municipality directly under the Central Government in western China,Chongqing has its own positioning and characteristics in the development of vocational education.In 1998,the Australian Agency for International Development conducted a project confirmation visit in China.Given that Chongqing is located in the west and is a new municipality in China,it is urgent to be able to build vocational education talents in Chongqing.Chongqing is identified as the project implementation site(including municipal and school levels),and it is also provided to the Ministry of Education at the national level.Help to regulate and promote project implementation and evaluation of project results.Since then,after more than three years of field investigations and investigations,representatives of the two governments signed the Memorandum of Understanding between the Government of the People’s Republic of China and the Australian Government on the"China-Australia(Chongqing)Vocational Education and Training Project"in Beijing in 2002.This is officially launched.As the youngest municipality directly under the Central Government of China,Chongqing has also officially embarked on the"international expressway"for higher vocational education.This article uses Chongqing Industry&Trade Polytechnic(hereinafter referred to as the"Industry and Trade College")as an example to discuss how to carry out international cooperation and exchange under the guidance of the"Belt and Road"and other related policies after the promulgation of the"Article 20 of Vocational Education.
