数字治理正在成为全球浪潮,数字技术引发的问题以及数字社会背景下的社会治理挑战,已经成为治理能力与治理现代化的最大考验。公共管理学、法学和社会学等不同学科都在试图构建数字治理的理论体系。而事实上,以数字技术传播引发的社会变革为基础,考察社会治理机制和范式的转变,可能更具有逻辑性和规律性。另一方面,通过系统梳理过去几十年数字治理相关实践的演进与学术研究的成果,追根溯源,总结归纳,可以为我们面对现实挑战和未来趋势,建立多学科交叉、多层次融合的理论框架和知识体系。

Digital governance is becoming a global wave.The problems caused by digital technology and the challenges of social governance under the background of digital society have become the biggest test of governance ability and governance modernization.Different disciplines such as public management,law and sociology are trying to build a theoretical system of digital governance.In fact,it may be more logical to investigate the transformation of social governance mechanism and paradigm based on the social change caused by the dissemination of digital technology.On the other hand,by systematically combing the evolution of digital governance related practices and academic research achievements in the past few decades,tracing back to the source,and summarizing the experience,we can establish a theoretical framework and knowledge system of interdisciplinary and multi-level integration in the face of practical challenges and future trends.
