The Report to the 20th National Congress of the Communist Party of China(CPC)identified the development of whole-process people’s democracy as an important part of the essential requirements of Chinese modernization,emphasized that whole-process people’s democracy is the defining feature of socialist democracy,and made a comprehensive arrangement and clear requirements for‘advancing whole-process people’s democracy and ensuring that the people run the country’.
