土地流转政策对粮食安全的影响

Research on the Impact of Land Circulation Policy on Food Security

土地流转作为中央农业农村改革的重要问题,受到政府和农户的广泛关注,而粮食安全一直都是国家安全的重要保障。基于这一现实背景,本文意在评估土地流转政策对粮食安全的影响。本文基于2007-2017年中国县级面板数据,运用双重差分(DID)模型实证分析土地流转政策对粮食生产和安全的影响,研究表明:土地流转政策显著提升了人均粮食产量,保障了粮食安全,且该政策效果在降水量多的地区样本中更加显著。人均播种面积是土地流转政策影响粮食生产和安全的重要渠道。本文从粮食安全和农业发展角度为进一步推动土地流转政策提供了政策建议。

Since the 17th CPC National Congress,land transfer,as an important issue in the central agricultural and rural reform,has received widespread attention from government and farmers,and food security has always been a top priority in the Party s governance.Against this background,this paper aims to assess the impact of land transfer policies on food security.Based on county-level panel data from 2007-2017,this paper empirically analyzes the impact of land transfer policy on food production and security by using a difference-in-differences(DID)model,which shows that the land transfer policy significantly increases food production per capita and safeguards food security,and the effect of the policy is more significant in a sample of areas with high precipitation.Sowing area per capita is an important channel through which land transfer policy affects food production and security.This paper provides policy recommendations for further promoting land transfer policy from the perspective of food security and agricultural development.
