上海市进一步优化营商环境的对策研究初探——基于世界银行《2020年营商环境报告》纳税指标启示

Preliminary study on the countermeasures of further optimizing the business environment in Shanghai——based on the inspiration of the world bank’s "doing business environment report 2020" tax indicators

营商环境是近几年来学术圈所讨论的重点。根据世界银行最新发布的《2020年营商环境报告》,中国2019年度营商环境的总体得分为77.9分,于190个经济体中位列第31名。通过报告可以看出,中国与欧美传统发达国家或地区仍然存在差距。这些差距的产生其中包含着客观因素,但是同时也一定有大量值得继续改进的矛盾点。其中作为权重达到55%的中国样本城市,上海极具研究的代表价值。故本文将基于《2020年营商环境报告》,从营商环境便利度的总体水平、分项指标、指标维度方面分析,客观评估当下上海营商环境,并据此提出改善环境的政策建议。

Business environment is the focus of academic circles in recent years.According to the latest business environment report 2020 issued by the World Bank,China’s overall business environment score in 2019 is 77.9,ranking 31 st out of 190 economies.It can be seen from the report that there is still a gap between China and the traditional developed countries or regions in Europe and the United States.These gaps include objective factors,but at the same time,there must be a lot of contradictions worthy of further improvement.Among them,as a Chinese sample city with a weight of 55%,Shanghai is of great research value.Based on the report,this paper analyzes the overall level,sub indicators and indicator dimensions of business environment convenience,objectively evaluates the current business environment in Shanghai,and puts forward policy suggestions for improving the environment.
