多源地理信息联动更新的土地征迁系统设计与开发——以无锡市经开区为例

摘要 2023年无锡市经开区开展了历年土地征迁范围建筑物普查工作,摸清了全区征迁建筑现状信息,形成了以地形、正射影像、倾斜三维模型、建筑物空间数据、不动产权属信息、建筑室内外现状及照片为一体的调查成果,并维持动态更新。在此次调查成果的基础上,设计开发了一套交互方便、界面友好、多源信息联动、动态更新的可视化征迁系统,整合征迁土地存量房屋信息、增量房屋信息、空间数据、权属数据、工程管理等相关数据,高效解决了征迁信息管理难题的当务之急。本文以无锡市经开区为例,详细介绍了基于多源地理信息联动更新的征迁系统设计与开发过程,包括建设目标、总体设计、功能与实现、系统特点。通过融合二、三维地理空间信息数据、规划数据、不动产数据、工程管理数据等,构建征迁片区三维展示、土地规划信息、房产信息、征迁量预估、征迁量实时进度的对象化管理、动态维护更新模块,为主管部门对目标地块进行全方位研判、分析,作出土地出让决策提供准确、及时的数据支撑,实现了征迁土地精准利用,提高了土地管理应用的效果。 In 2023,Wuxi economic development zone carried out a general survey of buildings in the scope of requisition and relocation over the years,and found out the current situation of information of requisition and relocation buildings in the whole area,forming a survey result consolidating integrating terrain,orthoimage,inclined three-dimensional model,building spatial data,real estate ownership information,indoor and outdoor status and photos of buildings,and maintained dynamic update.On the basis of the results of this survey,to solve the problem of information management,it is an urgent task to design and develop a set of interactive,user-friendly,multi-source information linkage,dynamic update of the visual relocation system,the integration of land stock housing information,incremental housing information,spatial data,ownership data,project management and other related data.Taking Wuxi economic development zone as an example,this paper introduces the design and development of a real estate and multi-source geographic information linkage update system based on GIS technology,including its construction goal,overall design,function and implementation,and system characteristics.By integrating two-dimensional and three-dimensional geospatial information data,planning data,real estate data,project management data,the three-dimensional display of the requisition and relocation area,land red line,land information,real estate information,land ripening cost prediction,requisition and relocation amount are constructed.The object-oriented management and dynamic maintenance update of the real-time progress of the requisition and relocation amount are carried out for the competent department to carry out the whole of the target plot.
