论民国通志馆经费的管理、使用与演变

On the Management, Use and Evolution of the Fund of Tongzhi Beurea in the Republic of China

民国时期,各地通志馆经费主要来源于政府拨款,这是由政府官方主导的修志格局所决定的。通志馆经费来源的单一性,与支出项目的多元化形成强烈反差,加之政府经费保障的不稳定性,导致经费短缺问题普遍存在,促使各地加强经费的科学管理与合理使用。另一方面,经费短缺问题往往引发人事变动和机构改撤,影响地方志编纂的进度与成效,从而使经费问题日益复杂化。可以说,民国时期"乱世修志"背景下通志馆经费的总体状况与演变趋势,反映了经济、政治与文化事业的相互影响,折射出近代中国社会历史的巨大变迁。

During the period of the Republic of China,the fund for the local chronicle compilation of the Tongzhi Beurea was mainly funded by the government,which was determined by the government-led compilation of the state.The singularity of the source of the fund was in sharp contrast with the diversification of the expenditure items.In addition,the instability of the government funding caused the general shortage of the funds,which in turn encourages the scientific management and rational use of the funds.On the other hand,the shortage of funds often led to personnel changes and institutional changes,affected the progress and effectiveness of local chronicle compilation,thus made the issue of funds increasingly complicated.It can be said that the source,use and evolution of the compilation of local chronicles in the context of the"Compilation in Troubled Times"reflected the mutual influence of economic,political and cultural undertakings,reflected the great changes in the history of modern Chinese society.
