北京市平原地区首都功能承接与均衡发展研究

The study of capital function undertaking and balanced development of Beijing’s plain areas

摘要 针对北京市平原地区应对首都功能承接与本地城镇化的双重任务,该文以2016、2020年为研究起止点,利用空间分析、香农均度指数、脱钩理论等方法,系统分析“十三五”期间北京市平原地区对首都功能的承接成效,发掘平原地区实际承接过程与自身发展存在的矛盾与问题,结合平原地区用地发展趋势,针对新发展阶段的平原地区空间发展提出了优化建议。从首都功能承接角度来看,平原新城要持续加强综合承接能力,重点提升科技创新能力。从人地均衡发展角度来看,平原新城应分类施策,差异引导空间优化,强化人地关系动态平衡;平原山区应以生态优先,确保土地开发强度只降不增,稳步提升综合发展效益。 In view of the dual task of undertaking capital functions and local urbanization of Beijing’s plain areas,this study were carried out in the period from 2016 to 2020 using spatial analysis methods,Shannon evenness index and decoupling theory.The effectiveness of the plain areas’undertaking of the capital function was evaluated.Then,the contradictions and problems between the actual undertaking process and self development of the plain areas were analysed.Finally,the optimization suggestions were provided for the spatial development of the plain areas in the new planning period,taking into account the development trend of the plain areas’land use.Results showed that,the Ping Yuan Xin Cheng should continue to strengthen the comprehensive undertaking capacity from the perspective of capital functions undertaking,and focuse on improving the capacity of science and technology innovation.From the perspective of human-land balanced development,the Ping Yuan Xin Cheng should be guided by different spatial optimization measures,and strengthen the dynamic balance of relationship between human and land.Ping Yuan Shan Qu should give priority to ecology development,and ensure that the intensity of land development only decreases rather than increases,and steadily improve the comprehensive development benefits.
