“双碳”目标下我国碳金融市场发展问题与对策

Problems and Countermeasures of China’s Carbon Financial Market Development under the “Dual Carbon” Target

2020年9月,我国提出2030年完成“碳达峰”、2060年争取“碳中和”的目标,碳金融是当前市场经济框架下解决气候、能源、污染等问题的有效方式,是我国实现“双碳”目标的重要工具。通过对碳市场发展现状的分析发现,碳金融存在市场交易活跃度不足、产品缺乏创新以及专业型人才匮乏等问题。因此,从激励引导更多企业和金融机构参与碳金融、加快推进碳金融产品的创新、加强碳金融专业型人才队伍建设等方面提出了完善我国碳金融发展的建议,以助力“双碳”目标的稳步实现。

In September 2020,China proposed to achieve the goal of“carbon peaking”in 2030 and“carbon neutrality”in 2060.Carbon finance is an effective way to solve climate,energy,pollution and other problems under the current market economy,and is an important tool for China to achieve the“dual carbon”target.Through the analysis to the development status of the carbon market,it is found that carbon finance has problems such as insufficient market transaction activity,lack of product innovation,and lack of professional talents.Therefore,suggestions for improving the development of carbon finance in China are put forward in terms of encouraging and guiding more enterprises and financial institutions to participate in carbon finance,accelerating the innovation of carbon finance products,and strengthening the construction of professional talent team in carbon finance,so as to facilitate the steady realization of the“dual carbon”target.
