广西兴边富民行动经济、民生效应研究——基于DID模型的评估

Research on the Economic and People’s Livelihood Effects of Prospering the Border and Enriching the People Actions in Guangxi——Evaluation Based on DID Model

兴边富民行动是国家为改变边境地区发展落后的问题而制定的关键扶持政策,其政策效果影响着后续政策的制定。通过对广西17个县的社会经济数据进行收集,利用双重差分模型对广西边境县实施兴边富民行动的经济、民生效应进行检验。结果表明:兴边富民行动的实施的确对广西边境县的经济发展有促进作用,加速了边境产业结构的调整,并对边境教育有明显的促进作用,但是对广西边境的卫生条件、基础设施的改善效果不显著,在保持原有的政策力度上,应加强对边境卫生条件、基础设施的投入。

The action of prospering the border and enriching the people is a key support policy formulated by the state to change the problem of backward development in border areas,and its policy effect affects the formulation of follow-up policies.Through the collection of social-economic data of 17 counties in Guangxi,the economic and people’s livelihood effects of prospering the border and enriching the people action in Guangxi border counties are tested by using a double difference model.The results show that the implementation of the action of prospering the border and enriching the people does have a role in promoting the economic development of the border counties in Guangxi,accelerating the adjustment of the border industrial structure,and has an obvious role in promoting border education.However,the improvement of the sanitary conditions and infrastructure of the Guangxi border areas is not significant,and in maintaining the original policy strength,the investment in border health conditions and infrastructure should be strengthened.
