基于G-PEST模型的福建自贸区发展研究

The Research on the Development of Fujian Free Trade Zone Based on G-PEST Model

福建自贸区自2015年4月设立以来,以独特的"一区三片"模式发挥其虹吸效应,吸引国内外企业落地。在投资环境优化、金融改革创新、企业发展、闽台两地经贸合作等方面取得了良好的成效,并带动区域经济的明显提升。使用G-PEST模型,对福建自贸区所处的宏观环境进行分析,发现福建自贸区存在片区之间发展不平衡、产业结构不合理;金融监管体系相对滞后,应对风险的能力有待提升;自贸区内中小型企业面临转型升级的瓶颈;缺乏高层次专业人才等问题,应当完善政策保障,构造良好的发展环境;提升金融服务实体经济水平,充分发挥资金保障作用;引导区域产业结构优化,加强区域合作,避免恶性竞争;引进、培养企业需求人才,为自贸区发展提供人才保障。

Since Fujian Free Trade Zone was established in April 2015,it has exerted a siphon effect with the unique model of“one zone and three pieces”to attract domestic and foreign enterprises.Good results are achieved in the optimization of investment environment,financial reform and innovation,enterprise development,economic and trade cooperation between Fujian and Taiwan,thus which obviously promotes the regional economy.By using the G-PEST model,this paper analyzes the macro environment of Fujian free trade zone,and finds out some problems in the development of Fujian free trade zone,such as unbalanced development between regions,unreasonable industrial structure,relatively lagging in financial supervision system,and the ability to deal with risks which needs to be improved;small and medium-sized enterprises in the free trade zone are facing the bottleneck of transformation and upgrading,lack of high-level professionals and other problems.Therefore,it is necessary to ensure policy support,construct a good development environment;raise the level of the real economy of financial services,give full play to the role of capital guarantee;guide the optimization of regional industrial structure,strengthen regional cooperation,avoid vicious competition;attract and train talents needed by enterprises to provide talents guarantee for the development of free trade zone.
