NVC重构视角下长三角低附加值传统产业转移及发展思路——以池州市承接服装加工业为例

The Thinking of Transfer and Development of Traditional Low Added Value Industry in The Yangtze River Delta from the Perspective of NVC Reconstruction——Taking The Garment Processing Industry Undertaken by Chizhou City as an Example

在国际市场环境恶化和国内竞争加剧的双重压力下,长三角地区纺织服装类低附加值传统产业为获取竞争优势,近年来基于国内市场的价值链(NVC)重构速度加快,这无疑将会给池州这样的中西部欠发达地区带来新的发展机遇,但也是一个重大挑战。文章通过对池州市参与长三角地区纺织服装业国内价值链重构进行实例分析,提出欠发达地区嵌入发达地区主导的国内价值链重构将面临一个两难困境——嵌入价值链可能被低端锁定,不嵌入可能会错失发展机遇。突破困境需要在长三角一体化高质量发展语境下,发挥政府和市场双重作用,协调区域经济关系,形成合理的区域分工利益机制。

As a traditional low added value industry,the textile garment in the Yangtze River Delta faces double pressure of the international market environment deterioration and the intensification of domestic competition in order to obtain competition advantage.The NVC reconstruction in China is speeding up in recent years.This undoubtedly will bring less-development regions in Midwest China such as Chizhou city a new development opportunity,and also a great challenge.Based on the example analysis of Chizhou city participating in textile garment NVC reconstruction in Yangtze River Delta,this article proposes that the leading NVC reconstruction in developed area embed in less-development regions will face a dilemma,that is the embed NVC may be low-locked,the non-embed NVC may miss the opportunity of development.For breakthrough the predicament,the double role of government and market should be stimulated to act greatly to harmonize district economic relation,and form reasonable regional division mechanism.
