党的十九届四中全会深刻阐释了"中国之治"的制度密码所在,揭示了国家制度运行和治理实践的内在逻辑。新时代制度意识与制度执行力互促共进,是在国家治理实践中释放中国特色社会主义制度优势、把制度优势转化为治理效能的关键之处,其理论逻辑、制度逻辑和历史逻辑高度统一,同时又在价值定位、价值支撑和价值取向方面完全契合。因此,应选择提升制度的理论性、适应性、严肃性、创新性等科学进路,进一步促进制度意识与制度执行力的充分结合,进而实现"更好的制度"和"更好的治理"有机联动,为中国特色社会主义现代化事业的持续推进提供制度动力。

The fourth Plenary Session of the 19 th CPC Central Committee profoundly explained the institutional code of"The governance of China",and revealed the internal logic of the country’s institutional operation and governance practice.The mutual promotion and common progress with system consciousness and system execution in the new era is the releasing of socialism system advantages with Chinese characteristics in the country governance practice,and the key section in changing system advantages into governance efficiency,with the highly unified theoretical logic,system logic and historical logic.At the same time,in terms of value orientation,value support and value orientation,they are fully fit.Therefore,the scientific approaches in improving the theoretical system,system adaptability,seriousness,system innovation should be chosen to ascend,to further promote the combination of system awareness and system execution,so as to realize the organic linkage to the"better"system with the"better governance",to provide system power for the continuous progress of the socialism modernization with Chinese characteristics.
