依法治校背景下高校信访法治化建设研究

The Research on Legalization Construction of University Complaint Letters and Requests under the Background of Governing School by Law

依法治校是依法治国在高等教育领域的具体体现,推进高校信访法治化建设是高校完善依法治校的应有之义,把握高校信访工作在职能定位、对象群体、高校社会角色、处理时效、信访形式、事项处理难度上的主要特点,针对高校信访当前存在的信访数量高位运行、信访制度需更健全、信访处理需更专业、部门联动需更紧密、信访队伍需更健全等问题,通过分析高校信访法治化面临的诸多困境,提出依法治校背景下推进高校信访法治化建设的实施对策,主要包括畅通利益诉求表达渠道、完善矛盾纠纷排查化解机制、规范完善信访受理办理程序、落实诉访分离制度、建立协调联动工作机制、加强信访队伍建设、培育浓厚校园法治文化氛围等。

Governing school by law is a concrete manifestation of governing the country by law in the field of higher education.Promoting the legalization construction of university complaint letters and requests is the due significance of perfecting the governing school by law in universities.There are some main characteristics should be grasped in the work related to university complaint letter and requests such as functional positioning,target groups,college social roles,processing timeliness,form of petition,and difficulty in handling matters.In response to the current number of problems such as the number of letters currently in colleges and universities is running at a high level;the letters and requests system needs to be run at a more perfect level;letters and requests disposal need to be professional;the departmental linkages need to be more closed;and the teams of solving letters and requests should be more perfect,etc.,this paper puts forward the implementation countermeasures of promoting the construction of university letters and requests through analyzing many dilemmas facing the legalization of universities letters and requests,mainly including smoothing the channels for expressing interest claims,improving the mechanism for the investigation and resolution of contradictions and disputes,standardizing and improving the procedures for handling and solving letters and requests,implementing the separation system for complaints and requests,establishing a coordinated and coordinated working mechanism,strengthening the construction of teams for dealing with letters and requests,and cultivating a strong atmosphere of campus law culture,and some other aspects.
