县域小微企业融资困境纾解方略——基于“政府-市场关系”视角

县域小微企业是我国市场经济体系的重要组成部分,其在社会就业、扩大税源、活跃市场、促进产业升级以及维持社会稳定等诸多方面发挥着重要作用。当前,在经济下行和经济增长模式转换交叠的背景下,我国县域小微企业的生存质量受到较大影响,缓解县域小微企业的融资困境成为我国保增长、保稳定、促转型、促就业的重中之重。基于政府-市场关系理论,从地方政府、监管机构、金融市场机制、融资供给主体、融资需求主体(小微企业自身)五个维度,从中长期战略和短期策略系统探析纾解小微企业融资困境之道显得十分必要。而解决小微企业融资问题的关键,在于寻求一种"政府-市场关系"的最优配置,让市场竞争机制和政府功能各得其所,并发挥各自优势。

Small and micro enterprises in county level are an important part of China’s market economy system.These enterprises play a major role in many aspects,such as raising employment,expanding tax sources,activating the market,promoting industrial upgrading and maintaining social stability.Under the background of economic downturn and economic growth mode transformation,the development of small and micro enterprises in county leve is greatly affected.To alleviate the financing difficulties of small and micro enterprises in county level has become an important task for China to ensure growth,stability,transformation and employment.Based on the theory of government-market relationship,it is necessary to analyze the ways to relieve the financing difficulties of small and micro enterprises from five dimensions of local government,regulatory agencies,financial market mechanism,financing suppliers,financing demanders(small and micro enterprises themselves)and from medium and long-range strategy and short term strategy.The key to solve the financing problem of small and micro enterprises is to find an optimal allocation so that the market competition mechanism and government functions can play their respective advantages.
