基于精英的“双向赋能”:党建引领乡村治理的重要路径

Elite-Based Circulated Empowerment:An Important Path for Party Construction Leading Rural governance

本文提出基于精英的“双向赋能”概念,意指乡村中的政党和社会精英对于基层党组织赋予资源,并在此过程中不断得到党政体系支持以获得自身发展,最终提升乡村治理效能的双向作用过程。通过对西部某村获批省级标准化党建示范村的案例分析,可以发现基于精英的“双向赋能”模式包含两个方面:一是关键人物建立支持基层党组织的资源网络,并以推动底层创新的方式探索实践途径,体现了自下而上的社会赋能特征;二是上级党政部门对于基层精英进行权威性支持,并不断对其实现吸纳统合,体现出自上而下的政治赋能特征,两者的良性循环使党建不断优化并引领了乡村治理的发展。这一模式强调了乡村治理中特定主体的能动性和治理结构的辩证互动关系,表现出较强的实践优势。

This paper puts forward the concept of“Elite-Based Circulated Empowerment”,which means that the rural elites of party and society endow resources to the grassroots party organizations,and in this process,they constantly get the support of the higher Party and government departments to obtain their own development,and finally improve the efficiency of rural governance.Through the case study of a western village that achieves“Demonstration Village of Provincial Standardized Party Construction”,it can be found that the“Elite-Based Circulated Empowerment”includes two aspects:one is that key figures establish a resource network to support grassroots party organizations,and explore practical ways to promote grassroots innovation,which reflects the characteristics of social empowerment from bottom to top;the other is that the party and government departments at higher levels provide authoritative supports for the grassroots elites and constantly integrate them,reflecting the characteristics of political empowerment from top to bottom.The positive circle of the two stages make the party construction constantly optimize and lead the development of rural governance.This mode emphasizes the dialectical interactive relationship between the agency of specific subjects and governance structure in rural governance,and shows strong practical advantages.
