协商式嵌合:结构—行动框架下五社联动的交互逻辑——趋向基层治理现代化的多案例比较

Deliberative Chimerism:the Interactive Logic of the Co-action of Community,Social Organizations,Social Workers,Community Volunteers and Social Charity Resources in the Framework of Structure-Action——Multi-Case Comparison under the Background of Grass-roots Governance Modernization

鼓励社会力量参与基层治理,创新社区与社会组织、社会工作者、社区志愿者、社会慈善资源的联动机制,是中央提出的加强基层治理现代化的新要求。“五社联动”是对既有社区、社会组织、社会工作者“三社联动”的提升和发展,也是推进基层治理现代化的新引擎。本文以湖北省武汉市江夏区城乡接合部的闸东社区为研究个案,归纳呈现出5个五社联动的案例予以分析,总结并提出了五社联动下多层次交互的基层治理“闸东模式”。通过结构—行动框架对其五社联动的交互逻辑予以深度剖析后发现了协商与五社联动之间的结构性嵌合,呈现出“五社”之所以能“联”和“动”,关键在于其形成了一种协商式嵌合。进一步分析得出以下基本结论:一是五社联动多层次交互过程相较于三社联动有了质的提升;二是不同的协商结构及其对应形成的服务交互模式应以务实、灵活为导向;三是协商与五社联动的嵌合为解决“五社”主体的“联”与“动”提供了方向指引;四是五社联动的高度适应性为后续演变发展提供了新的可能。

Encouraging social forces to participate in grass-roots governance and innovating mechanisms for linking communities with social organizations,social workers,community volunteers and social charity resources(the“Five-society Co-action”),is the central government to strengthen the modernization of grass-roots governance of the new requirements.The“Five-society Co-action”is the promotion and development of the“Three-society Co-action”of existing communities,social organizations and social workers,and it is also a new engine to promote the modernization of grass-roots governance.Based on the case study of Zhadong community in the urban-rural fringe of Jiangxia District,Wuhan,Hubei Province,this paper summarizes and presents five cases of the“Five-society Co-action”,and puts forward the“Zhaodong Model”of grass-roots governance under the“Five-society Coaction”and multi-level interaction.Through the analysis of the interaction logic of the“Five-society Co-action”in the framework of structure-action,we find the structural chimerism between deliberation and the“Five-society linkage”,which shows the reason why the“Five societies”can“Unite”and“Action”,the key lies in the formation of a deliberative chimerism.Further analysis leads to the following basic conclusions:First,the multi-level interactive process of the“Five-society Co-action”is better than the“Three-society Co-action”.Second,different deliberative structures and corresponding service interaction modes should be pragmatic and flexible.Third,the chimerism of deliberation and the“Five-society Co-action”provides direction guidance for the“Unite”and“Action”of the solution subjects of the“Five-society Co-action”.Fourth,it adds new possibilities for the subsequent evolution and development to the high adaptability of the“Five-society Co-action”.
