中国发展经验能否有效促进非洲农业?——基于地理编码数据的实证研究

Can China’s Development Experience Effectively Promote African Ggriculture?——Based on Empirical Study of Geocoding Data

中国对外农业援助是体现中国发展经验的对外援助类型之一,但由于传统的援助影响评估所采用的随机控制实验方法,数据搜集面临着来自受援国地理环境、语言、文化等诸多挑战。因此为了应对上述挑战,本文基于空间地理影响评估方法,采用地理编码数据对中国援非14个农业技术示范中心的发展有效性进行了影响评估研究。根据2010—2018年非洲国家城市级地理编码数据进行固定效应面板回归分析,得到的主要研究结论为:援非农业技术示范中心可以有效地提升受援国地区的农业生产水平及经济发展水平;在经济发展水平方面的影响可持续较长的时间,在农业生产水平的影响可持续性不足。

China’s foreign agricultural aid is one of the types of foreign aid that reflects China’s development experience.However,due to the randomised controlled experiment method used in traditional aid impact evaluation,data collection is faced with many challenges from the geographical environment,language,culture and other aspects of the recipient countries.Therefore,in order to address the above challenges,this paper,based on the spatial geographic impact evaluation method,uses geocoding data to conduct impact evaluation research on the development effectiveness of 14 agricultural technology demonstration centers assisted by China in Africa.Based on the urban geocoding data of African countries from 2010 to 2018,the fixed-effect panel regression analysis was conducted.The main research conclusions are as follows:China agricultural technology demonstration centers can effectively improve the level of agricultural production and economic development in recipient countries;The impact on the level of economic development lasts for a long time,while the impact on the level of agricultural production is not sustainable enough.
