2021年是建党100周年,也是我国全面推进乡村振兴战略的开局之年。在此背景下,探讨乡村振兴与基层党建的理论关系及其融合路径问题十分必要。乡村振兴与基层党建的融合必要性主要体现在政策融合的理论诉求、基层实践的现实需要和建党百年的经验沿循三个层面。以内容共融性、主体共通性、功能互构性和价值一致性为主要内涵的互融性关联,为二者融合奠定了理论可行性。实践可行性方面,乡村振兴可以借助基层党建的统合作用实现全面推进;另外,基层党建也可以借力乡村振兴战略机遇实现高质量发展。虽然各地政府在推动乡村振兴与基层党建有效融合方面取得积极进展,但在融合价值理念、融合工作机制和主体动力激发等方面仍面临一些问题。因此,新时代背景下党和政府应该在理论认知引导、工作机制健全和融合意识激发方面精准发力,推动乡村振兴与基层党建的有效融合。

2021 is the 100th anniversary of the founding of the party,and it is also the first year for my country to comprehensively promote the rural revital-ization strategy.In this context,it is necessary to explore the theoretical relationship between rural revitalization and grassroots party building and the path of integration.The necessity of the integration of rural revitalization and grassroots party building is mainly reflected in the theoretical demands of policy integration,the practical needs of grassroots practice,and the centuries-old experience of party building.The inter-combustible association with content inclusiveness,subject commonality,functional interconstruction and value consistency as the main connotations establishes the theoretical feasibility for the integration of the two.In terms of practical feasibility,rural revitalization can be fully promoted with the help of grassroots party building.On the other hand,grassroots party building can also leverage the strategic opportunities of rural revitalization to achieve high-quality development.Although local governments have made positive progress in promoting the effective integration of rural revitalization and grassroots party building,they still face some problems in terms of integrating values,integrating working mechanisms,and motivating the main body.Therefore,in the context of the new era,the party and government should make precise efforts in theoretical cognition guidance,sound working mechanisms,and stimulating awareness of integration to promote the effective integration of rural revitalization and grassroots party building.
