条块管理、主体互动与应急实践——基于寿县新冠疫情防控情况下的研究

Section management,subject interaction and Emergency Response Practice:based on the investigation of NCP control in Shou County

从安徽寿县新冠疫情应急管理实践来看,条块管理机制发挥了重要作用,也在经受着复杂抗疫过程的考验。基于一位副镇长的防疫经历发现条块管理模式通过权力下沉,任务分配等方式推动疫情问题的精细化分解,但在基层的扩展却面临着多元社会关系的影响,使得政策落实和资源分配中存在诸多难度。根据制度运作特点可以透视疫情传播规律,多重主体的互动是当前应急管理制度体系的基本现实,也是构建未来应急管理模式的制度基础。条块管理模式仍然是未来一段时间应急管理工作的基本治理手段,不过为了对接治理现代化的要求,也需要增强条块管理模式面对复杂治理环境的能力,加强对疫情不确定性的描述,相应调整工作应该由此着手。

In view of the NCP management practice of Xinguan epidemic situation in Shouxian county,Anhui Province,the management mechanism of strip has played an important role and is also undergoing the test of complex anti-epidemic process.Based on the epidemic prevention experience of a deputy mayor,it was found that the hierarchical management model promoted the fine decomposition of NCP problems by means of power subsidence and task distribution,but its expansion at the grass-roots level was faced with the influence of multiple social relationships,so there are many difficulties in policy implementation and resource allocation.The interaction of multiple subjects is the basic reality of the current emergency management system and the institutional basis for constructing the future emergency management model.However,in order to meet the requirement of modernization of management,it is necessary to strengthen the ability of the management pattern to face the complex environment,strengthen the description of the epidemic situation uncertainty,the corresponding adjustment work should start from this.
