制度、组织、价值:多主体协同何以可能,何以持续?——基于山西省X村振兴的思考

System,organization,value:how can multi-subject coordination be possible and how can it be sustained?——Thinking Based on the Revitalization of X Village in Shanxi Province

多主体协同参与乡村振兴是近几年学界关注的重点话题,但问题的关键在于协同何以可能并最终持续?基于山西省X村振兴中多主体协同的实际运作情况,研究发现,制度、组织与价值的有机统一是实现多主体协同的关键,并通过激励、制约、整合、保障、协调、共识等一系列微观机制作用于乡村治理结构。其一,制度供给通过激励与制约机制,激发主体自主性的同时,界定主体职责边界,规范主体行为,促进多主体间的良性合作;其二,组织创新通过整合与保障机制,实现资源共享、优势互补,最大限度地保障成员权益和实现组织目标;其三,价值催化是对制度供给与组织创新的有力补充,地方文化中内含“认同、回报、信任、共识”的核心价值,通过价值的协调与共识机制,影响主体行为并作用于利益协调和集体行动的过程。

multi-subject cooperative participation in rural revitalization is a key topic of academic attention in recent years,but the key to the problem lies in how can coordination be possible and ultimately sustained?Based on the actual operation of multi-agent synergy in the revitalization of X villages in Shanxi Province,it is found that the organic unity of system,organization and value is the key to realize multi-agent synergy,and acts on the rural governance structure through a series of micro-mechanisms,such as encouragement,restriction,integration,guarantee,coordination and consensus.First,the system supplies through the incentive and restriction mechanism,stimulates the subject autono-my,at the same time,defines the subject duty boundary,standardizes the subject behavior,promotes the benign cooperation between the multi-subjects;second,the organization Innovation through the integration and protection mechanism to achieve resource sharing,complementary advantages,to maximize the protection of the rights and interests of members and achieve organizational goals;third,value catalysis is a strong supplement to institutional supply and organizational innovation,local culture contains the core value of“identity,return,trust,consensus”,Through the value coordination and consensus mechanism,affect the behavior of the subject and act on the process of interest coordination and collective action.
