乡村振兴背景下的农民合作制度创新研究——兴县农村经济合作总社的调查与思考

Research on the innovation of farmer cooperation system under the background of Rural Revitalization——Investigation and thinking of rural economic cooperation general office in Xingxian County

党的十九大提出的"乡村振兴战略"把培养新型农业经营主体作为发展农村集体经济的有效形式。山西兴县关于农村经济合作总社的制度创新,就是在实施乡村振兴战略的背景下,以深化农村改革激发农村发展活力,通过创新农民合作方式培育新型农业经营主体,有效发挥市场功能和政府职能,推进农村集体经济发展和农民持续增收,激发实施乡村振兴战略的内生动力。本文通过梳理农民合作历史说明了农民合作制度创新是乡村振兴战略的时代要求,介绍了兴县农村经济合作总社的制度建构与运行模式,总结了兴县农民合作制度创新的成效及经验,最后提出了兴县农村经济合作总社面临的风险及化解路径。

The“Rural Revitalization Strategy”put forward by the 19 th National Congress of the Communist Party of China regards the cultivation of new agricultural management subjects as an effective form of developing rural collective economy.Under the background of implementing the strategy of rural revitalization,the system innovation of Xingxian County in Shanxi Province is to deepen the rural reform,stimulate the vitality of rural development,cultivate newtype agricultural business entities by innovating farmer cooperation,effectively play the market function and government function,promote the development of rural collective economy and the continuous increase of farmers.income,and stimulate the implementation of Rural Revitalization Strategy Endogenous power.Through combing the history of farmers.cooperation,this paper explains that the innovation of farmers.cooperative system is the requirement of the times of Rural Revitalization Strategy,introduces the system construction and operation mode of Xingxian Rural Economic Cooperation Association,summarizes the effectiveness and experience of farmers.cooperation system innovation in Xingxian County,and finally puts forward the discovery and solution path faced by Xingxian Rural Economic Cooperation Association.
