主体互动与关系联结:农村环境治理多元共治的运行逻辑与现实挑战——以鲁南Y村为个案

Subject interaction and relationship connection:operational logic and realistic challenges of pluralistic co governance in rural environmental governance——TakeY village in South Shandong Province as an example

由乡村振兴战略目标及《农村人居环境整治三年行动方案》所决定,环境治理将是广大农村当前及今后的重点事项之一。治理主体在农村环境治理体系中处于核心地位。研究农村环境治理的主体构成及其运转逻辑,无论是对构建农村环境治理的本土化理论,还是对指导农村环境治理实践都有重要意义。本文以鲁南费县Y村为个案,通过总结Y村环境治理的实践历程、效果与经验,并对其进行经验解读的基础上,发现Y村环境治理多元主体的运行逻辑实际上是一种"主体互动与关系联结"的结构化理论特征,这是Y村环境治理取得实效的关键。按照这一运行特征进一步分析也表明,Y村环境治理的"主体互动与关系联结"方面还存在一些现实挑战,包括互动主体的范围还不够系统全面、关系联结的基础还不够坚实可靠、主体互动的内容覆盖不够全面、互动主体的监督及纠纷解决机制不够健全规范等,正视并着力解决这些困境,是未来农村环境治理取得决定性成果的关键。

Determined by the strategic objectives of Rural Revitalization and the three-year action plan for rural human settlements,environmental governance will be one of the most important issues in rural areas at present and in the future.The governance subject is in the core position in the rural environmental governance system.It is of great significance to study the subject composition and operation logic of rural environmental governance,whether it is to construct the localization theory of rural environmental governance,or to guide the practice of rural environmental governance.Taking Y village in Fei County of South Shandong Province as a case,this paper summarizes the practice,effect and experience of environmental governance in Y village,and on the basis of carrying on interpretation of its experience,finds that the operation logic of multiple subjects of environmental governance in Y village is actually a structural theoretical feature of“subject interaction and relationship connection”,which is the key to achieve effective environmental governance in Y village.According to this operation feature,further analysis also shows that there are still some practical challenges in the aspect of“subject interaction and relationship connection”of environmental governance in Y village,including the scope of interaction subject is not systematic and comprehensive,the foundation of relationship connection is not solid and reliable,the content coverage of subject interaction is not comprehensive,the supervision and dispute settlement mechanism of subject interaction are not perfect and standardized.Facing up to these difficulties and striving to solve them is the key to achieve decisive results in rural environmental governance in the future.
