“帽子”政治:扶贫场域下政府的行为逻辑——基于渝、豫、蒙、宁、辽五省十县的扶贫调查

我国的扶贫战略推进与贫困"帽子"有着密不可分的联系,"帽子"意味着扶贫资源的享有权、自由裁量权以及跨科层处置权。因而,能否"戴帽"决定着政府扶贫效能的差异,但"帽子"的价值样态会基于脱贫攻坚紧迫性与政府自利性的互动发生演变,进而形成了政府在扶贫场域中"争帽""保帽""摘帽""甩帽"的不同取向。随着扶贫战略取得重大胜利,脱贫攻坚的"帽子"时代走向终结,不同地区的政府已经开始探索扶贫方式的转变,寻求效率与公平的同时兼顾,进而扭转"帽子"时代"贫"与"非贫"二元结构下的扶贫失衡,并取得了良好成效,这为后"帽子"时代的扶贫战略走向提供了有益参考。

The promotion of poverty alleviation strategy in China is closely related to the poverty“hat”,which means the right to enjoy poverty alleviation resources,the right of discretion and the right of disposal across departments.Therefore,whether the government can“wear a hat”determines the difference in the effectiveness of poverty alleviation,but the value of“hat”has evolved based on the interaction between the urgency of poverty alleviation and the government.s self-interest,thus forming different orientations of the government in the field of poverty alleviation,such as“fighting for the hat”,“protecting the hat”,“removing the hat”and“throwing the hat”.As a big victory for poverty reduction strategy,poverty engines“hat”to the end times,in different parts of the government has begun to explore the change of poverty alleviation,seeking both efficiency and equity,and then reverse the“hat”age“lean”and“poor”under the dual structure of poverty alleviation imbalances,and achieved good results,for the“cap”after the era of poverty alleviation strategy to provide the beneficial reference.
