农户认知视角下贫困村驻村帮扶成效及其影响因素

The effectiveness and influencing factors of village assistance in poor villages from the perspective of farmers’ perception

作为我国新一轮扶贫开发攻坚战的重要举措,干部驻村帮扶的工作成效将直接关系到贫困村乃至贫困户的脱贫实效。本文从农户认知视角出发,通过政策背景梳理和微观问卷调查,系统分析了贫困村驻村帮扶工作的现状及成效,并实证检验了贫困村农户对于驻村帮扶成效认知的影响因素。研究发现,驻村帮扶制度的必要性得到绝大部分贫困村农户的认可,资金支持、技术培训和产业引导日益成为驻村帮扶的主要工作手段;整体而言,贫困村农户认为驻村帮扶对村庄发展的促进作用要大于对家庭的帮扶作用;扶贫政策知晓、扶贫过程参与、驻村帮扶项目等因素对农户帮扶成效认知的积极效应更为明显。这意味着各级政府应进一步加强精准扶贫政策宣讲,提高贫困农户脱贫参与度,精准选配驻村帮扶项目,并重视对帮扶工作监测评估。

As an important measure in my country’s new round of poverty alleviation and development,the effectiveness of cadres’assistance in villages will directly affect the effectiveness of poverty alleviation in poor villages and even poor households.From the perspective of farmers’cognition,this paper systematically analyzes the status and effectiveness of rural assistance work in poor villages through policy background combing and micro-questionnaire surveys,and empirically examines the influencing factors of farmers’perceptions of the effectiveness of rural assistance in poor villages.The study found that the necessity of the village assistance system has been recognized by the vast majority of rural households in poor villages.Financial support,technical training,and industry guidance have increasingly become the main work methods for village assistance;The role of assistance in promoting the development of villages is greater than that of helping families;the knowledge of poverty alleviation policies,participation in the poverty alleviation process,and village assistance projects have more obvious positive effects on farmers’perception of the effectiveness of assistance.This means that governments at all levels should further strengthen the preaching of targeted poverty alleviation policies,increase the participation of poor farmers in poverty alleviation,accurately select and allocate village assistance projects,and pay attention to the monitoring and evaluation of assistance work.
